I made this piece of dress sometime ago. It was for Amand since she likes tutu very much. It is not a difficult project to do. Simply use the longest stitch to gather tulle together. Then, stitch tulle on the tee. I folded the tulle into few layers before sewing. And, I made the inside layer shorter than the outside. It gives more layers to the skirt.
